City of Dallas COVID-19 Update: April 2
Dear City of Dallas Partner:
The following is an update on the City’s planning and preparedness efforts regarding COVID-19 as of April 2, 2020.
Positive cases of COVID-19
- 831 in Dallas County – 100 are new
- 184 in Collin County
- 288 in Tarrant County
- 231 in Denton County
- 2 in Kaufman County
- 4 in Rockwall County
- 15 in Ellis County
Hospital Reports
Twelve hospitals reported ventilator and bed capacity numbers on Wednesday pursuant to the emergency order I issued earlier this week:
- Total beds: 4,343
Beds occupied: 2,267 - Total ICU beds: 565
ICU beds occupied: 315 - Total ventilators: 622
Ventilators in use: 188
Lab Reports
As of 5:00 p.m. the City of Dallas Office of Emergency Management has received a report from five labs. Below are the numbers for today, Thursday, April 2, 2020:

Updates from Dallas County
- Attached is a map of COVID-19 cases by zip code as of April 1, 2020.
- Judge Jenkins hosted a press conference at 6 p.m. and discussed the following:
- Late rent fees will be capped at $15/month.
- The County is encouraging essential businesses to allow employees to telecommute when possible.
- Clarified the Governor’s order regarding houses of worship. Churches should work with local municipalities to determine the rate of community spread in their area. If there is community spread, then houses of worship should cancel in person services. In Dallas houses of worship should continue with online, telephone or drive through services.
- Today Dallas County Health and Human Services (DCHHS) reported 100 additional positive cases of COVID-19, bringing the total case count in Dallas County to 831.
- The sixteenth and seventeenth deaths from COVID-19 are reported, including a woman in her 70’s who was a resident of a long-term care facility and a woman in her 80’s who was a resident of the city of Dallas. These individuals had been critically ill in area hospitals.
- Of cases requiring hospitalization, over three-quarters (77%) have been either over 60 years of age or have had at least one known high-risk chronic health condition.
- Diabetes has been a chronic high-risk condition reported in over a quarter (28%) of all hospitalized patients with COVID-19.
City Operations
- National Guardsmen completed the initial setup of the Federal Medical Station (FMS) at the Kay Bailey Hutchison Convention Center. The set up may need to be adjusted as the medical community continues to evaluate the needs for the FMS.
- The Navy confirmed today that they will provide the medical personnel to operate the FMS, and Dallas County will take the lead on securing supporting services. The FMS will serve as relief for Dallas County hospitals by serving as a step-down facility for COVID-19 patients as they transition from the hospital to home.
- The operational date of the FMS is yet to be determined.
- In accordance with the orders of the County Judge and Mayor of Dallas, Sustainable Development and Construction (SDC) will not be issuing permits for elective construction of additions and remodels. SDC will accept applications for these types of projects, process and review them, but no permits can be issued for these projects until the County order is no longer in effect.
DART Update
- Effective Friday, March 27 at 5:00 p.m., all transit center waiting areas will be closed, but DART riders can continue to use the outdoor areas for boarding buses and light rail vehicles
