URGE YOUR REPS TO SUPPORT HB3 SCHOOL CHOICE BILL!
Dear community members,
We want to inform you about an important education proposal that was introduced this morning in the Texas House—HB3, a $1 billion Education Savings Account (ESA) program designed to expand educational opportunities for families.
What is HB3?
If passed, HB3 would allow all students, regardless of income, to apply for an ESA, which can be used for private school tuition and other educational expenses. Each ESA would be valued at approximately $10,500 per student (85% of state per-pupil funding).
How ESA Funds Would Be Allocated
- If there are enough funds for all applicants → Every eligible student receives an ESA.
- If there are more applicants than available funds → A lottery system will determine awards, prioritizing:
- Children with disabilities in households earning less than 500% of the federal poverty guidelines (For a family of 6: $215,750).
- Children in households earning less than 200% of the federal poverty guidelines (For a family of 6: $86,300).
- Children in households earning between 200%–500% of the federal poverty guidelines (For a family of 6: $86,300–$215,750).
- Children in households earning more than 500% of the federal poverty guidelines.
- Family size includes parents.
Additionally, if a child is selected, their eligible sibling will also receive priority.
